step 1: sum total production from occupied tiles
production yield comes from controlled (=occupied) tiles
step 2: production divided four equals reinforcements...
...but you get at least one reinforcement
step 3: place reinforcements...
...either strengthening or creating new units
(6 tanks maximum per unit)
